Follow Up Statement: Support for the Religious Workforce Protection Act

September 16, 2025

Since issuing the statement of support for the religious Workforce Protection Act, I have taken concrete steps to broaden awareness of this critical issue. Formal letters have been sent to President Donald J. Trump and to key members of his administration including Secretary of State Marco Rubio and Secretary of Homeland Security Kristi Noem.

In these communications, I have:

  • Outlined the demographic reality of the Diocese of Idaho—over 280,000 Catholics served by only 79 priests, with a growing reliance on foreign born clergy.

  • Described the hardship that the current R 1 visa “one year away” requirement imposes on our pastors, our parishes, and the faithful who depend on the sacraments, catechesis, and pastoral care they provide.

  • Requested swift legislative action to amend the visa process, allowing foreign born priests to remain in the United States without the disruptive, mandatory departure period.

  • Emphasized the broader public benefit of these priests’ contributions to education, health care outreach, and community service throughout Idaho and the nation.

I again extend my sincere gratitude to Senator Risch and his staff, as well as Senators Collins and Kaine, for their leadership in drafting and sponsoring the bill. Their willingness to listen to the lived experiences of religious communities exemplifies the partnership that can turn compassionate policy into reality.

By engaging the President, the administration, and our fellow legislators, we hope to secure the bipartisan support necessary to pass the Religious Workforce Protection Act without further delay.

The faithful of Idaho, indeed all Americans who benefit from the ministry of foreign born priests, are counting on decisive action. I will continue to use my episcopal ministry to work for justice and a dignified outcome for our clergy and the countless people they serve throughout our Diocese.

May the Holy Spirit guide our leaders to enact this common sense legislation for the good of the Church and the nation.

As I remain your Shepherd in Christ,
